High Spending, Middling Results: Northwest ISD Needs Stronger Accountability

Latest Update on Northwest ISD’s Class-Size Messaging Relating to Prop-A promises.

Northwest ISD recently (02/10/2026) sent a communication to parents stating that class-size ratios were lowered “in line with voter-approved Proposition A.” After reviewing the district’s approved staffing matrices, questions remain about the scope and interpretation of those changes. A request for numerical clarification has been sent to district leadership, and we are currently awaiting a response.

NISD Verbiage: “In line with promises to voters as part of the Proposition A election, trustees approved new staffing standards that will lower class sizes following the successful ballot measure.”

Our findings in brief:

  • Large chunks of new FTEs are not classroom teachers

  • Secondary staffing is controlled by a 172.5:1 formula, which barely moves the needle

  • Significant staffing growth is in:

    • Special education

    • Fine arts

    • Administration/support

    • New campuses

Only a relatively small portion of new staffing authorized in the 2026–27 matrices is explicitly tied to general education class-size ratio improvements. Most new FTEs are allocated to special programs, electives, fine arts, support roles, or administrative positions.
